- Pat shrimp dry with paper towels. Season with salt, pepper, and red pepper flakes if using.
- Heat olive oil in a large skillet over medium-high heat. Add shrimp and cook 2 minutes per side until pink and opaque. Remove and set aside.
- In the same skillet, reduce heat to medium. Add butter and garlic, cooking 1 minute until fragrant.
- Stir in lemon juice and zest, scraping up any browned bits from the pan.
- Return shrimp to the skillet, tossing to coat in the garlic butter sauce. Cook 1 more minute to heat through.
- Serve shrimp and sauce over warm rice, garnished with fresh parsley.
